1. Progress made by the Segur Digital Health Cluster
Since 2020, all the entities (ANS, DNS, ASP, ARS, CNSA, etc.) have been working together to set up the Segur for Digital Health.
Segur for Digital Health is an ambitious project, which will make it possible to secure data and generalise the sharing of health information between professionals and users. This will provide better support and facilitate care.
To implement The Segur for Digital Health, healthcare professionals will be able to upgrade to new software versions, if they so wish, thanks to government funding. The public authorities and publishers are working together to :
- Closely monitor how these solutions work in the field;
- Improve the fluid and secure sharing of healthcare data.
This applies in part to medico-social establishments, which provide support for SAADs.
Wave 1 of the Segur for Digital Health consists of developing core services, respecting certain core businesses and taking stock of the maturity of information systems. The government is seeking to list ESMSs so that they can take advantage of the funding available to upgrade their software.
2. Support for the Segur for Digital Health
The French government has set up a number of grants to facilitate access to digital technology for structures in the medico-social sector in preparation for Wave 1.
- The first is the ESMS Digital funding scheme, initiated by the CNSA. It is aimed at facilities that need help acquiring or renewing their DUI.
The aim of this programme is to promote the widespread use of digital technology. To make it easier to apply for ESMS Digital funding, several establishments need to join forces, in what are known as clusters.
- The second is SONS. The State is funding a scheme specifically dedicated to updating health information systems, based on the ‘purchase on account’ mechanism. For healthcare providers, the State pays the software publisher directly for the software equipment services.
The funding is aimed at ESSMSs equipped with a DUI that want to improve their IS. The SONS is therefore used to upgrade the DUI, i.e. to modernise and secure the software to meet the requirements of the Ségur du Numérique.
There is no obligation to go through a cluster to obtain it.
3. But what is a cluster?
The cluster will enable structures to group together by region or at national level, around a common project, to benefit from financial support such as ESMS Digital funding and support to enable its implementation. The formation of clusters is strongly recommended for digital projects. The cluster gives establishments the opportunity to think collectively about possible solutions for taking the digital turn.
To benefit from the ESMS Numérique scheme, there are a number of prerequisites:
A willingness to join forces to carry out and share an Information Systems project.
A minimum of 15 establishments to be able to apply.
The cluster will enable you to come together as a group and think about solutions through a shared project.
The cluster will help to
- Obtaining funding for project management,
- Information systems audits,
- Sharing a common vision and a common goal,
- Working collectively on the same subjects, issues, etc.
- Working collectively on the use of new tools,
- Consult each other on purchasing and new equipment.
